FDR and the Four Freedoms

Laurie brought these 4 Freedoms up a few weeks ago in G2A Guaranteed Income. Now Eric Black has brought them up in this MinnPost article.  And the comments have gone pretty far ranging as usual.

My questions are as follows:
"I don't think anyone is against the above. The question is how it is accomplished and who pays?

Also, what is the responsibility that comes with this freedom? The USA provides free K-12 education and yet many people are failing to pass even the basic academic standards. How much does society owe someone who isn't actively participating in their own development and growth?" G2A
 Thoughts regarding my question or regarding anything from the article/comments?

    Government cannot grant freedoms; they can only take them away. Likewise, government cannot give anything material without first taking it from someone else. Therefore to suggest a "freedom from want" requires that government first TAKE that freedom from someone else. That's wrong. It's just ridiculous on anything except a feel-good level. Government should allow you "life, liberty and the pursuit of happiness" though they can take any of them from you. If they don't, everything else you have to work for.

    It should be noted that the first words of the constitution are "We, the People", not "They, the government". Government can't grant freedoms, but then it can't owe money either.

    Perhaps one of the most notable things about the Declaration of Independence is how little of it made it into the constitution.
