This is just common sense, actually.
I think there are a lot of details that could house devils.
Remember my least favorite reg... Sarbanes Oxely. How would one even quantify the cost benefits?
Especially if like immigration... One side is getting the benefits and another is paying the costs.
Of course there are devils, and are there some regulations that could be removed? Sure. But the idea that regulations were just being created willy-nilly without thought to their consequences was (and is) absurd.
I think ones passed by Congress and signed by the President were probably pretty well vetted.
I have little faith that the ones created by the departments were subjected to that level of scrutiny.
I am guessing they are a bit like an end of line machine inspector... If they don't find something, they feel like they are judged as failures... So they find something even if it is too minor for the customer to care.
I assume bureaucrats make rules in part because they think that is their job...

Sure they are. Not by the public per se, but affected interest groups keep a close eye on the federal rulemaking process (which can take up to three years to complete).

It is their job, actually. The Congressional act establishing each Cabinet-level department gives them general authority to develop regulations (if necessary) within the boundaries set by that act (and subject to any constraints passed later by Congress, of course).
This is likely why we have SO MANY REGS... I think challenging these organizations to clean house once in awhile is a good idea.
