Well, the comments I referred to have been officially documented... The source I neglected to mention earlier is Supt Sicoli. (in case I was hearing things) Check out Supt Sicoli's comments in the minutes below. Along with some other interesting notes.
It looks like the FAC members are asking some excellent questions. Thanks to them for their efforts.

Do we limit the intradistrict transfers and make the district residents unhappy and than they leave the district? Do we open up the district for more out of district transfers and get more money? If I recall, the out of district transfers was one of hot issues and one of the reasons the referendum didn't pass a few years ago. Residents were fed up with the amount of kids coming in from Minneapolis. A lot of these kids are good students, but also a good amount of these kids are bad news. When I talk to all 3 of my kids, all at 3 different schools; the "bad" kids are the open enrolled students from Minneapolis and Brooklyn Center. Now I know we can discriminate against these kids, but we have to limit this somehow. Edina, Wayzata, Eden Prairie are all beginning to limit open enrolled students. We will lose the best and the brightest from our district if this continues all for the sack of $$$$! I can list family after family that has left this district to private, charter, other districts all because of this open door policy. Growing up in Richfield my parents wanted us to get a better education, so they bought a house in Apple Valley. We all bought houses in New Hope and Plymouth for a reason. If we wanted to we could have bought a house in Minneapolis and vice versa. If if they want their kids to go to school in a certain district, than buy a house or move to an apartment. We have a couple of houses for sale in our neighborhood. Open enrollment has hurt all districts in this state. It has to stop!
