Nut case MN Rep thinks so. Apparently this guy has a history of saying and doing stupid things. The scary thing is that he apparently got enough votes to win an election. :-O
Here is the reality of many children in the Mpls school district, and why the sooner we get them in a stable social school or in-home, the better off those kids will be.
