Whether one thinks it is proper or not, members of the Trump Administration are in no place to make that accusation.
Of course they are. They are our elected officials.
Besides... Been there done that.
1.) The Trump campaign had literally dozens of contacts with the Russian government during the campaign and, in fact, conducted foreign policy with them during the campaign and transition. So they have little standing to complain about other folks having conversations.
2.) Former Secretaries of State frequently meet with world leaders. Just Google "Henry Kissinger meet with foreign minister" and you can find reference to him meeting with leaders from Russia (Putin and the foreign minister), China, Thailand, Saudi Arabia, Austria and Ukraine, as well as him speaking at the ASEAN summit, for starters.
3.) If Kerry briefed the State Department afterwards as he claims, I don't see any problem.

Well, there have been 13 Trump folks who have had confirmed meetings with Russians during the campaign or transition (Cohen, Stone, Trump Jr., Sessions, Manafort, Gordon, Kushner, Page, Flynn, Prince, Papadopoulos, Scaramucci, and Gates). We know some of these (like the Trump Tower meeting) were not just "get to know you" sessions. Flynn talked to the Russian ambassador five times on the day the Obama Administration announced sanctions on Russia. Were they just trying to schedule a tee time? The Trump campaign demanded changes on the RNC platform regarding Ukraine days after several officials met with Russians. Is that just a coincidence? Jared Kushner worked to setup a secured, secret communications channel to Moscow. Was it just so they could exchange parenting tips?
