By sinking the economy. So Trump has failed to deliver stimulus money and now he is pulling back a lot of money that could have helped the economy. I am certain he is screwing Biden...
The irony is that he is dooming his legacy and helping Biden's. Now stick with me here.
The "scorecard" for a President starts at inauguration. The more damage Trump does between now and January 20th lowers his current TERRIBLE numbers. And provides Biden with a low baseline, and a wonderful opportunity to score as a WONDERFUL President. Kind of like what Bush did for Obama.

Republicans have a difficult task ahead. They have to work to amke sure the economy survives but they must prevent its prospering. They must impoverish Democrats, while working to ensure at least a minimal level of prosperity in their own constituency. They must hurt people but not markets.
I don't envy them.
