I would suggest that the parts that I have read (parts of Volume I), do not exactly add up to "no collusion". Nothing illegal, but a whole lot of eyebrow-raisers, including the fact that Trump himself had advance knowledge of one of the e-mail dumps and his team had built a detailed communications plan to capitalize on it.
I have not read anything yet, but it seems to me that they colluded however not to the point of being a Criminal Conspiracy.
Maybe if I get real bored I will look at the report in more detail.
Unfortunately I am pretty certain that both tribes will find what they are looking for in the report. :-(

The key to success for any head of a criminal enterprise is the avoidance of collusion. It is simply essential to maintain a system of cut outs to make sure that no chain of evidence can extend from the person actually committing the crime to the leader. In this, the role of evidence is crucial. At all levels of the enterprise, the non creation of evidence is the highest priority. No conspiracy can be confident of success unless it's members are highly skilled at not leaving evidence.
