Oversight for Equity Handouts?

MinnPost After backlash, House DFLers back off plan to alter equity funding

This seems interesting but I have customers and business partners in town from China and Germany for a design review meeting and do not have energy to focus n it.  Thoughts?

Old story is? Government handing out taxpayer money, willy-nilly, to "favored groups" for doing.... what? First of all, what are these groups /supposed/ to deliver for the money they get? Votes? If it isn't some public good that can be measured, the money should go away. Good intentions aren't worth spit. If not DEED looking at them beforehand and determining their value, there should at least be an independent audit of the organization's success against its own objectives, and a financial accounting.
